Call for Panel Proposals

Scope and Goals

IEEE Quantum Week aims to facilitate enlightening and impactful discussions among experts on different perspectives of quantum computing and engineering. Suggested panel topics include but are not limited to synergy between quantum and generative AI, quantum error correction, quantum standards, quantum stack, quantum utility and advantage, hybrid quantum-classical computing, distributed quantum computing, quantum applications, quantum programming education & training, quantum workforce training, frontiers of quantum information science & algorithms, hardware-software co-design, or post-quantum cryptography. The goal is to gather a set of diverse researchers and practitioners in sharing their insightful perspectives and engaging the broader community in a dialogue. The length of each panel session is 90 minutes.

Proposal Evaluation Criteria

Panel proposals are accepted according to the following evaluation criteria: The panel’s potential to stimulate discussion on quantum computing and engineering research and practice.
  • Expected interest in the panel’s topic among people in the quantum computing and engineering communities — creating excitement and drawing an audience
  • The credibility of the panellists across several dimensions, including knowledge, experience, constructiveness, and diversity
  • Interactive nature of the panel’s format; will there be interaction with the audience (e.g., Fishbowl conversation)
  • Experience and ability of the panel’s proposers and moderator to organize a highly interactive and stimulating panel
  • Balance and synergy of the panel with respect to IEEE Quantum Week 2026 events
  • Abstract of the proposal should be clear, complete, articulate and ready for publication on the IEEE Quantum Week 2026 website

Important Panel Proposal Submission Requirements

  • All participants, including panel organizers, invited speakers, and invited guests, must register for the IEEE Quantum Week 2026. By submitting a panel proposal to IEEE Quantum Week 2026, you are making a commitment to register for the Technical Program and attend the conference upon acceptance of your panel proposal.
  • Please note, IEEE Quantum Week 2026 cannot guarantee to honour specific requests for holding the panel on specific dates.
  • The panel abstract — title, abstract, and panellists — will be included in the proceedings of the IEEE International Conference on Quantum Computing and Engineering (QCE26).

Panel Proposal Submission Format

Each panel proposal must conform at the time of submission to the IEEE Formatting Instructions (i.e., title in 24pt font and full text in 10pt type, LaTEX users must use \documentclass[10pt,conference]{IEEEtran} without including the compsoc or compsocconf option). The submission must also comply with the IEEE Policy on Authorship. Each panel proposal must include the following sections in one PDF file and in the order specified below. Sections 1-8 must not exceed four (4) pages. Each proposal must be submitted via the EasyChair submission website. The call for papers and proposals can also be found on EasyChair CFP. Please submit ONE PDF file that includes all components of the proposal in the exact order listed below. Each proposal must include the following sections, in the order specified below:
  1. Panel title — descriptive and attractive to potential participants.
  2. Panel abstract — 200-250 words to be posted on QCE26 website.
  3. Panel authors — Contact information for all panels organizers, main panel contact, panel moderator, specify, tentative panel participants; please check with your potential panelists before submitting a proposal — panel organizers must check with the people listed on the panel submission whether they agree to serve as panelists for the proposed panel; each listed panelist will receive an email upon submitting the panel proposal.
  4. Panel target audience — what is the target audience — ideally a mix of participation from industry, government, and academia;  this description will appear on the QCE26 website.
  5. Panel motivation and objectives — how will this panel engage the audience and how will the audience benefit?
  6. Panel relevance — relevance to the fields of quantum computing and/or quantum engineering  (e.g., related to the QCE26 topics).
  7. Panel proposal — detailed panel proposal and/or panellists’ position statements
  8. Panellist biographies — brief biography of each panellist, including relevant past experience as a panel organizer, moderator or panellist — 200-250 words per panellist to be posted on the QCE26 website.
  9. Panel consent and media release form — required upon acceptance of the panel proposal for all panellists. This form is important for hybrid and virtual meetings in order to broadcast the sessions.
